I only have the base game yet, but I have ordered the other EPs. I have learned a little about the "town style" game, but not much. And i wonder what kind of simmies there are? Of course there are my own - only one yet. And she has met a few simmies at the library etc. Some of them live in houses in the game, what do you call these simmies, are they townies? Then there are NPCs i assume, my simmies has met a cute police guy and i have seen kids deliver papers? Are they called NPCs? Are there other simmies around? If I evict all simmies in the houses, will there still be other "townies"? And, what will happen simmiewise when I install the different EPs? As you may guess i want to play with my simmies, not EA's.
And speaking of simmies, where can I find some nice new skin and eye defaults? I don't want shiny and very realistic, just a little better than the original.

I wish I could help yu with your questions, but I'm as lost as you are thankfully we've got members that are all-knowing godesses. But as skintones defaults in my game I use only use these face skins by Tamo at MTS: www.modthesims.info/download.php?t=415586I do not think TS3 skintones bodies are bad, I just don't like the shading on the faces and these ones fixes that problem. In this game, most of the sims you see working in traditionally-NPC roles (such as the newspaper delivery person, burglars, police officers, etc.) actually live in the town as well as work there.
Most of the sims you see around town are like "townies", but live in an actual house (or apartment, as in the case of Bridgeport in Late Night) in town--as of I think it was World Adventures (?), you may sometimes see foreign tourists visiting your town as well (who are residents of either the Chinese city, the French city, or the Egyptian city).
Also, I believe the game should regenerate sims if you were to evict everyone--plus, if you're playing with Story Progression on, you may have sims moving out of the neighborhood and new ones moving in (or just moving to different houses within the neighborhood).
The other sims in the neighborhood also age alongside your sims, so if you have a child who makes friends with another child, the two will grow up alongside each other versus having it like it was with Sims2 of where you may have had several generations of sims who were friends with the same child sim.
Likewise, townie sims may pair up on their own and/or have children of their own.

I wonder - if I create lots of simmies and move them in before I start evicting EA simmies, would that help? I think I'll try that.

There are some homeless sims, but Twallan's mods will delete them for you, and they won't regenerate. Other than that the Sims you have in the houses in your hood also are used for the NPC jobs.
If you create your sims and pop them in the Sim bin, then evict a house and move yours in, that should stop the regeneration. I think.
Alternatively - if you have installed Twallan's non-core mods, one of his (Master Controller, I think?) will allow you to get of all the EA sims and stop immigration as well. Note: without Twallan's mods - you'll find that the game will move sims in and out - including yours! - at random. It hurts when you find a family you had been working on has suddenly disappeared off the face of the game because the game decided to move them out. (This is assuming you have more than one family in the game - the only family protected from immigration is the family that is currently active).
